The sediment is called "lees" and the process of siphoning off from it is called "racking".
You can get a 'special' racking tube which has a sealed bottom but holes in the side a cm or two up from that, to make getting to the bottom of the wine but leaving the lees alone easier. It creates less turbulence to stir them up than a simple open siphon tube. Easy to improvise it.

you should siphon it at the middle with a small hose after the fermentation stop.
